The 24-story viewing platform of the City Hall is free to open. It is quite beautiful to watch Kobe City in 360 degrees.
The observation deck is located on the top floor of the city hall. The wind is relatively strong. It is recommended to wear more clothes. You can also see the beautiful night view of Kobe lights here.
