I don't know if it's the same statue but an identical monument is on the waterfront walk near Triana Bridge in Seville. I think the sculptor wad from Seville. Maybe the Romanians returned it!

Weird enough to go
This is such a weird statue that it’s worth going to see. Naked man, floating dog, weird thing coming out of its head....it just doesn’t make any sense.
